In Part 1, we explained what a Personnummer is and why it’s essential. Now, let’s dive into the practical part: how to actually apply for one. This guide will walk you through the entire process, from checking your eligibility to the day of your appointment.
Step 1: Check Your Eligibility & Conditions
The Swedish Tax Agency, Skatteverket, is responsible for issuing the Personnummer and has strict criteria. The most important condition is proving your intention to reside in Sweden for at least one year. You must also have a valid legal residence status and a fixed address in Sweden.
Who can apply?
- Non-EU Citizens: You must have a valid residence permit (for work, studies, or family ties) that is valid for at least one year, or you must be able to prove that your permit will be extended.
- EU/EEA Citizens: You have the right to reside in Sweden for more than three months but must prove you can support yourself through work, sufficient funds, or by actively seeking employment.
Step 2: Prepare Your Documents
Having the correct and complete documentation is the key to a successful application. Skatteverket is very strict, so prepare carefully.
Core Documents for Everyone:
- Valid Passport: Must be the original document and not close to expiring.
- Residence Permit Card/Decision: For non-EU citizens, this is mandatory.
- Proof of Address: A rental contract (Hyreskontrakt), property deed, or a recent utility bill showing your name and Swedish address.
Additional Documents by Status:
- Work Permit Holders: Employment contract or a letter from your employer.
- Students: Letter of acceptance from your school and proof of financial support or scholarship.
- Family Members: Proof of relationship (e.g., marriage or birth certificate) and details of the person you are joining in Sweden.
Translation is crucial! If your documents are not in Swedish or English, they must be translated by an authorized translator certified by the Swedish government. This can cost between 500-1500 SEK per page.
Step 3: Book Your Appointment Online
All applications must be made in person via a pre-booked appointment.
- Visit the official Skatteverket website (skatteverket.se) and find the booking system.
- Select the service “Apply for a personal identity number” and choose the office closest to you.
- Pick an available time slot. Be aware that you may have to wait several weeks for an appointment in busy areas.
- You will receive a confirmation email. Save it and bring it with you on the day.
Step 4: The Day of the Appointment
Arrive 15-30 minutes early. You will check in, receive a queue number, and wait to be called to a desk. The Skatteverket officer will:
- Verify your identity by checking your passport.
- Review all your original documents.
- Confirm your personal details.
